KOLKATA: Bharat Sanchar Nigam Ltd (BSNL) may be forced to tap the private sector to rebuild its senior management team with its recruitment rules failing to woo back executiveswho had left for the department of telecom (DoT) last year.

In November, a majority of the Indian Telecom Service (ITS) officers deputed to BSNL had opted for a transfer to the telecom department, where the pension is higher, robbing BSNL of its middle and top management. BSNL's effort to woo them back has failed to elicit any response.

A top executive with direct knowledge of the matter told ET that the state-run telco's new recruitment rules are not acceptable to the ITS officers as moving back to BSNL would mean loss of seniority and lower compensation.

"Where is the logic in first giving ITS officers the option to return to DoT, and now urging them to return to BSNL with less pay and zero protection on the seniority front," said two ITS officers who have returned to DoT. The new recruitment rules do not address these issues, they added.

Another turn-off stems from the decision to disqualify ITS officers in the 58-plus age group from applying for re-employment. This has sparked off rumours that the retirement age at BSNL may soon be revised to 58, from 60 at present.

BSNL had more than 1,300 ITS officers when it was carved out as a separate entity from DoT.

The stakes are high for the majority of the ITS officers who are of the rank of general manager in 45-55 age group.

If they opt to return to BSNL, they will have to first retire from government service and their pension will be linked to their current basic salary. But if they remain in central government service, their pension will be higher as it will be linked to their final basic salary.

"The ITS officers have sought several clarifications on issues like compensation, seniority and pension impact in the new recruitment rules. We expect more people will opt for re-employment once BSNL clears the air on these issues," said a BSNL director directly involved with the hiring exercise.

In a related development, the interior ministry has dismissed the telecom department's plea to move redundant ITS officers in the 58-plus age group to the surplus cell under the department of personnel. It is learnt to have questioned the rationale of declaring a sizeable number of senior BSNL officers as surplus when nearly 1,000 senior managerial slots remain vacant in the telco. A majority of these officers are in the rank of BSNL circle heads.

புது தில்லி, பிப் 2: மத்திய தொலைதொடர்புத் துறை அமைச்சராக திமுகவின் ஆ. ராசா இருந்தபோது 2008-ம் ஆண்டு வழங்கப்பட்ட 122 "2ஜி அலைக்கற்றை' உரிமங்களை உச்ச நீதிமன்றம் வியாழக்கிழமை ரத்து செய்தது.
2ஜி அலைக்கற்றை ஒதுக்கீடு வெளிப்படையாக இருக்கவேண்டும் என்ற பிரதமரின் அறிவுரையை ராசா புறக்கணித்துள்ளார் என்றும், சட்டத்துக்கு முரணான முறையில் அந்த உரிமங்கள் வழங்கப்பட்டுள்ளன என்றும் கூறி, ராசாவை நீதிமன்றம் கடுமையாகச் சாடியுள்ளது.
மேலும், 2ஜி அலைக்கற்றை ஓதுக்கீட்டில் பயனடைந்து, அதன் பிறகு விதிகளை மீறி பங்குகளை விற்ற தனியார் தொலைதொடர்பு நிறுவனங்களுக்கு அபராதம் விதித்தும் உச்ச நீதிமன்றம் உத்தரவு பிறப்பித்துள்ளது.
வீடியோகான், ஸ்வான், அலையன்ஸ் இன்ஃபராடெக் நிறுவனங்களுக்கு தலா ரூ. 4 கோடி, எடிசலாட், டாடா டெலிகாம், யூனிநார் ஆகிய நிறுவனங்களுக்கு தலா ரூ. 5 கோடி, லூப், எஸ்ஸôர், எஸ்-டெல், சிஸ்டெமா ஷாம் நிறுவனங்களுக்கு தலா ரூ. 50 லட்சம் அபராதம் விதிக்கப்பட்டுள்ளது.
இந்த அபராதத் தொகையில் 50 சதவீதத்தை உச்ச நீதிமன்ற இலவச சட்டப் பணிகள் ஆணைக்குழுவிலும், மீதித் தொகையை பிரதமரின் பொது நிவாரண நிதியிலும் செலுத்தவேண்டும் என்று நீதிமன்றம் கூறியுள்ளது.
"2ஜி அலைக்கற்றைக்கான உரிமங்கள் ஏல முறையில்தான் ஒதுக்கப்பட வேண்டும். அதற்கான வழிமுறை குறித்த புதிய பரிந்துரைகளை இரண்டு மாதங்களுக்குள் தொலைத்தொடர்பு ஒழுங்குமுறை ஆணையம் தர வேண்டும். அதையடுத்து ஒரு மாதத்தில் அதன் மீது மத்திய அரசு முடிவு எடுக்கவேண்டும். மொத்தத்தில், இன்றைய தேதியிலிருந்து நான்கு மாதத்துக்குப் பிறகு உரிம ரத்து அமலுக்கு வரும்' என நீதிமன்றம் உத்தரவிட்டுள்ளது.
வழக்கை விசாரித்த நீதிபதிகளில் ஓருவரான நீதிபதி கங்குலி வியாழக்கிழமை பதவியிலிருந்து ஓய்வு பெற்றார். அதனால், உச்ச நீதிமன்ற மரபுப்படி, தலைமை நீதிபதி கே.எச். கபாடியா இடம்பெற்ற அமர்வில் பங்கேற்று அவர் விசாரணை நடத்தினார். அதனால், நீதிபதி கங்குலியுடன் சேர்ந்து 2ஜி வழக்கை விசாரித்து எழுதிய தீர்ப்பை மற்றொரு நீதிபதி ஜி.எஸ்.சிங்வி நீதிமன்றத்தில் வாசித்தார்.
தீர்ப்பில் மேலும் கூறப்பட்டுள்ளதாவது: இந்த விஷயத்தில், மத்திய அரசு பின்பற்றிய "முதலாவதாக வருபவருக்கு முதலில் ஒதுக்கீடு' என்ற முறை கண்டனம் செய்யப்படக் கூடியது. இது முழுக்க முழுக்க அரசியல் சட்டத்துக்கு முரணானதும், பொது நலனுக்கு எதிரானதுமாகும்.
தேசத்தின் மிக முக்கியமான பொதுச்சொத்தை, மிகக் குறைவான விலைக்கு ராசா ஒதுக்கீடு செய்துள்ளார். தேசத்தின் பொதுச்சொத்துக்கள் பொது நலனுக்காகப் பயன்படுத்தப்பட வேணடுமே தவிர, சில தனியார் நிறுவனங்களுக்காக அல்ல.
2ஜி அலைக்கற்றை ஒதுக்கீட்டில் ஏல முறை பின்பற்றப்பட்டிருந்தால், அதன் மூலம் நாட்டுக்கு பல ஆயிரம் கோடி ரூபாய் வருவாய் கிடைத்திருக்கும்.
இந்த விஷயத்தில், தொலைதொடர்பு ஒழுங்குமுறை ஆணையத்தின் பரிந்துரைகளும் மத்திய அமைச்சரவையின் முடிவுக்கு முரணான வகையில் உள்ளன. முறையற்ற வகையில் அலைக்கற்றை ஓதுக்கீடு செய்வதற்கு, அந்தப் பரிந்துரைகள் ராசாவுக்கு வசதியாக அமைந்துள்ளன.
இந்தத் துறையில் அனுபவமில்லாத சில நிறுவனங்களுக்கு அலைக்கற்றை ஒதுக்கீடு செய்யும் நோக்கில், அலைக்கற்றை ஒதுக்கீட்டுக்கு விண்ணப்பிப்பதற்கான கடைசித் தேதியை அக்டோபர் 1, 2007-லிருந்து அந்த ஆண்டு செப்டம்பர் 25-ம் தேதிக்கு ராசா தன்னிச்சையாக மாற்றியுள்ளார். சில தனியார் நிறுவனங்களுக்கு சாதகமாக இந்த ஓதுக்கீடு நடைபெற்றுள்ளது. 1999-ம் ஆண்டின் தேசிய தொலைதொடர்புக் கொள்கையின் நோக்கங்கள் மீறப்பட்டுள்ளன.
அரசின் கொள்கை முடிவில் நீதிமன்றம் தலையிட முடியாது என்ற அரசுத் தரப்பு வாதத்தை ஏற்க முடியாது. சமூக அக்கறையுள்ள சில குடிமக்களின் முயற்சி காரணமாக இந்த முறைகேடு வெளிச்சத்துக்கு வந்துள்ளது. இல்லாவிட்டால், அலைக்கற்றை என்ற பொது சொத்து, பணபலம் வாய்ந்தவர்களின் கைகளுக்குச் சென்றிருக்கும் என்று நீதிமன்றம் கூறியுள்ளது.
சிபிஐ விசாரணையை கண்காணிக்கும் மனு: 2ஜி அலைக்கற்றை ஒதுக்கீடு முறைகேடு வழக்கில் சிபிஐ மேற்கொண்டு வரும் விசாரணையைக் கண்காணிப்பது தொடர்பான மனுவின் கோரிக்கை பற்றி மத்திய கண்காணிப்பு ஆணையம் ஆய்வு செய்ய வேண்டும்.
ஒரு வாரத்துக்குள் அதன் முடிவை உச்சநீதிமன்றத்தில் தெரிவிக்க வேண்டும். அதற்கு வசதியாக, இதுவரை நடத்தப்பட்டு வந்த வழக்கு விசாரணை விவரத்தைக் கண்காணிப்பு ஆணையத்திடம் சிபிஐ உடனடியாக அளிக்க வேண்டும் என்றும் தீர்ப்பில் கூறப்பட்டுள்ளது.
"2ஜி வழக்கு விசாரணையை சிபிஐ நேர்மையாக விசாரிக்கவில்லை என்பதால் அதன் விசாரணையைக் கண்காணிக்க தன்னிச்சையான அமைப்பை நியமிக்க வேண்டும்' என்ற கோரிக்கையுடன் பொதுநல வழக்காடு மையம் என்ற தன்னார்வ அமைப்பு சார்பில் வழக்கறிஞர் பிரஷாந்த் பூஷண் உச்ச நீதிமன்றத்தில் வழக்கு தொடர்ந்திருந்தார்.
இவரும் சுப்பிரமணியன் சுவாமியும் சேர்ந்து 2008-ம் ஆண்டில் மத்திய தொலைத்தொடர்புத் துறை அமைச்சகம் வழங்கிய 2ஜி அலைக்கற்றை ஒதுக்கீட்டை ரத்து செய்ய வேண்டும் என்ற கோரிக்கையுடன் மனு ஒன்றை தாக்கல் செய்தனர். இந்த மூன்று வழக்குகளிலும் விசாரணை முடிவடைந்து ஒத்திவைக்கப்பட்ட தீர்ப்பு வியாழக்கிழமை உச்ச நீதிமன்றத்தில் வழங்கப்பட்டது.

Reality Check over Pension Burden: DOT or BSNL?

We come to know the amount of expenditure that DOT spent for theyears 06-07, 07-08, 08-09 and 09-10 for our retirement benefits. The expenditurefor 10-11 is yet to be spelt but estimate is known. We can get the relevantfigures of BSNL Contribution for those years from its financial statements.

Matching both the figures, one can easily discern that BSNL isburdened with the maximum of the Pension Liability and the liability isincreasing.

Regarding the figures of DOT, we have taken here only the actualexpenditure shown by them.. The liability is for the entire heads- that is forthose retired in DOT + BSNL Absorbed retirees+ Family Pension+Grautity+Commutation. The strange compulsion for BSNL is that it is sharing theburden of pension and other retirement benefits even for those who retired inDOT. No separate account is maintained for DOT retirees including FP and nosegregation of burden for those DOT retirees and BSNL absorbed retirees.

Some of our RTI experts should get the details so that to help us toframe our

‘demand’ in order to minimise the burden of BSNL and to getreassurance from the Govt for the guarantee of pension from the GOVT in anyeventuality.

The Revised Estimate for 2010-11 is shown as 3700 crores andEstimate for 11-12 is shown as 3959 crores. If the new order of BSNL(Contribution on existing pay as on 1-1-07) is approved and get cleared by DOTand MOF, then BSNL may get some relief for the coming years. If theContribution is on initial pay, then we can save some more crores. But DOPguidelines are not helping for that. The better solution would be to seeksegregation of liability for the DOT retirees and Absorbed retirees and pay ourcontribution accordingly.

The table 2 is self explanatory one. The liability of BSNL goes evenup to 70%. But DOT’s 15-6-2006 order speaks differently.

“Annual Pension liability of the Government in respect of employeeswho retired prior to 1-10-2000 and those who have worked / are working ondeemed deputation and those who are absorbed in BSNL shall not exceed 60% ofthe receipt to the Govt on the following items a) Dividend from MTNL/BSNL b) LF from MTNL/BSNL c) Corporate tax, excise duty, service taxpaid by BSNL.Any amount exceeding shall be borne by BSNL. “

We can have a simple sample exercise. License Fee levied from BSNLand MTNL for the YE 2009 are 2092.33 crores and 409.46 crores. Adding both, theamount received by DOT is 2501.79 crores and for YE 2010 the fig is 2499.25. Asper June 2006 order, DOT may take liability up to 60% (Excise duty Corp tax etc–we have not taken) of LF- that is 1501.07 crores for YE 09 and 1499.55 croresfor YE 2010. Doing simple arithmetic, one can find the actual liability of DOTstanding to 694.42 crores for 2009 and 870.29 for 2010. DOT is not even returning 35% of its receiptsthro LF and Taxes for Pension Payments and if we able to calculate the exactburden for the absorbed officials- then the percentage of liability to DOTwould be much lesser – that means more than 70% of the burden is vested withBSNL only.

29/12/2011 - வியாழன் :கடலூருக்கும் பாண்டிச்சேரிக்கும் இடையே புயல் கரையைக் கடக்கும் முன்னறிவிப்புவந்துவிட்டது. இரவு, சுமார் பத்து மணியளவில் மழைத்தூரல் ஆரம்பமாகிவிட்டது. நமது பி.எஸ்.என்.எல்

தவிர, அனத்துதனியார் மொபைல் டவர்களும் சுவிட்ச் ஆஃப் செய்யப்பட்டன; மின்சாரவாரியம் மின்சாரத்தினை நிறுத்திவிட்டது.

வெள்ளி காலை30/12/2011. வரலாறு காணாத வகையில் மணிக்கு 150 கிலோமீட்டர் வேகத்தில் கடலூர்மாவட்டத்தை சூரையாடியது ‘தானே’ என பெயரிடப்பட்ட புயல். புயலின் கோரத்தாண்டவத்தில் பத்துலட்சத்திற்கும் மேற்பட்ட மரங்கள் வேரோடு சாய்ந்தன. ஆயிரக்கணக்கான குடிசைவீடுகள்அழிந்தன. நூற்றுக் கணக்கான கிலோமீட்டர்தூர மின்வொயர்கள் அறுந்து வீழ்ந்தன .

வர்த்தக நிறுவனங்களுடையஅலங்கார பேனர்கள், தொலைபேசி நிலையத்தினுடைய ஏ.ஸி அவுட்டோர் யூனிட்டுகள், செல் டவர்கள்,முப்பதாயிரத்திற்கும் மேற்பட்ட மின்சார கம்பங்கள், 12500 க்கும் மேற்பட்ட மின்சாரடிரான்ஸ்ஃபார்மர்கள் பிடுங்கிஎறியப்பட்டன.

அடியோடு சாய்ந்தமரங்கள், வீடுகளின் மீதும் கட்டிடங்கள் மீதும் விழுந்ததால் கட்டிடங்கள் உடைந்தன!கண்ணாடிகள் நொறுங்கின! புயலினால்பாதிக்கப் படாத வீடுகளே இல்லை என்ற அளவில் சேதம்.

நமது மாவட்டத்தில்மொத்தம் உள்ள 426 பி.டி.எஸ் டவர்களின் 254 செலலிழந்தன! நமது கடலூர்மைக்ரோவேவ் ஸ்டேஷனில் இருந்த 100 மீட்டர் உயர கோபுரம் அடியோடு சாய்ந்தது!

நமது அதிகாரிகள்மற்றும் ஊழியர்களின் முயற்சியால், பாதிக்கப்பட்ட 254 செல் டவர்களில், 136 உடனடியாகசரிசெய்யப்பட்டன. மக்கள் பி.எஸ்.என்.எல் செல் சேவையினைப் பெற்றனர். இது அனைத்து தரப்பு மக்களாலும், பத்திரிக்கைகளாலும் பாராட்டப்பெற்றது! எந்த தடையும் இன்றி, அனைத்து தொலைபேசிநிலையங்களும் ‘ஜெனரேட்டர்’ முலம்இயக்கப்பட்டன.

01/01/2012. புது வருடம் என்றாலும், நமது தோழர்கள் விடுமுறைஎன்பதையும் பொருட்படுத்தாது பணிக்கு வந்து நிலைமையை சீரமைக்க முயன்றனர். செயல்பாடிழந்த மீதமிருந்த செல் டவர்களும் முழுமையாக உபயோகத்திற்கு உட்படுத்தப்பட்டன. கடலூர் மாவட்ட அட்சித்தலைவருடன், பேசி, தடையில்லாத டீசல் பெறப்பட்டது.

Nothing to cheer about:

Atlast NE-12 pay scale has been approved by the management on 23/12/2011 but for its implementation one has to wait till the DOT approves the same. The irony is the date of effect will be the date of issue of such order. When people are waiting for this NE-12 scale since 2004 in all probability the said scale will be effected only in 2012. In the meantime many of the senior comrades might have retired without getting the benefit of NE-12 scale. There is nothing to cheer about this NE-12 scale as the recognized union does.

Provision of another option to Non executives to switch over to revised IDA scales of pay from the date of first promotion between 1.1.2007 and 7.5.2010 on revision of IDA scales of pay w.e.f. 01.01.2007. Letter No. 1-37/2011-PAT(BSNL) Dated 22.12.2011

புதிய தலைமுறை தொலைக்காட்சி நிறுவனத்திற்கு NFTE தொழிற்சங்கம் ‘ரெட் சல்யூட்’

இன்று (17/12/20111) அன்று இரவு 2130 மணிக்கு, ‘ரௌத்திரம் பழகு’ என்ற தலைப்பில் ஒரு அற்புதமான நிகழ்ச்சியினை, "புதிய தலை முறை தொலைக்காட்சி" ஒளிபரப்பியது.

பி.எஸ்.என்.எல் ஊழியர்களும், ஓய்வு பெற்ற பொது மேலாளர்களும், தோழர் மதிவானன் அவர்களும், எழுத்தாளர் மனுஷ்யபுத்திரன் அவர்களும், மற்றும் சிலரும் பேட்டி எடுக்கப்பட்டனர். நிகழ்ச்சி நிலையத்தாரால் தொகுத்து வழங்கப்பட்டது!

இந்த நிகழ்ச்சி, BSNL நிறுவனத்தின் தற்போதைய நிலைபற்றியும்,அரசின் ஓர வஞ்சனையான கொள்கையால், நஷ்டம் ஏற்படுத்தப் பட்டு, ஒரு நொடித்துப் போனகம்பெனியாக மாறியுள்ளதை ஆழமாக விவாதித்தது. நிகழ்ச்சித் தயாரிப்பாளர் மிகவும்விபரமானவர். நிர்வாகத்தில் இருப்போர், ஓய்வு பெற்ற உயர்நிலை அதிகாரிகள், தொழிற் சங்கவாதிகள்,சாதாரண ஊழியர்கள் என அனைவரையும் பாரபட்சமின்றி பேட்டி எடுத்தார்.

“அனைவரும்” ஒரு மித்த குரலாக உணர்த்திய ஒரே அம்சம், “‘BSNL’ திட்ட மிட்டு சீர்குலைக்கப் படுகிறது! இந்தநிறுவனத்திற்கு ஏற்பட்ட நட்டம் யாவும், மத்திய அரசு, தனியார் கம்பெனிகளுக்குசாதகமாக செயல்பட வேண்டும் என்ற கெட்ட நோக்கத்துடன், செயல் பட்டதன் காரணமாகத் தான்நிகழ்ந்தது” என்பது தான்.

இனி இந்தநிகழ்ச்சியில் பேட்டி காணப்பட்ட அனைவரின் உரைகளின் திரட்டு, சுருக்க மாகதரப்பட்டுள்ளது.

நிகழ்ச்கியில் பேசியவர்களின் உரைத் திரட்டு!

1. 1995-ல் இந்தியாவில் ‘செல்’ சேவை தனியாரால் துவங்கப்பட்டது. BSNL எவ்வளவோ கேட்டும், திரு. சாம் பிட்ரோடா, BSNL-க்கு அந்த சேவை வழங்கும் உரிமையை வழங்க மறுத்து விட்டார். அவர் சொன்ன காரணம் விந்தையானது! ஒரு 500 பேர்கள் தான் இந்தியாவில் ‘செல்’ சேவையினை பயன்படுத்துவார்கள்! அதனை தனியார் செய்யட்டும். நீங்கள் போய் கிராமப்புரங்களில் சேவை செய்யுங்கள் என்றார்! . இவர் தான் தொலை தொடர்பு துறையின் நிபுனராம்!

2. 2002 வரை, தனியார் நிறுவனங்கள், இன் கமிங் கால்களுக்குக் கூட, நிமிஷத்திற்கு 17 ரூபாய் வசூலித்து, கொள்ளையடித்தன.

3. 2002-ல் தான் பி.எஸ்.என்.எல் –க்கு ‘செல்’ சேவை வழங்க அனுமதிக்கப்பட்டது. இந்த பொதுத்துறை வந்தபின் தான்,இன் கமிங் கால்கள் இலவசமாக்கப்பட்டன. ‘அவுட் கோயிங்’ காலகள் நிமிஷத்திற்கு ஒரு ரூபாய் என இறக்கப் பட்டன.

4. நான்கு லட்சம் ஊழியர்கள், அரசின் நேரடி இலாக்காவாக இருந்தபோது கட்டிய ஜி.பி.எஃப் பணத்தை அள்ளிக் கொண்டது மத்திய அரசு. இனி நீங்களே பார்த்துக் கொள்ளுங்கள் என BSNL -இடம் அநியாயமாகச் சொல்லிவிட்டது

5. நமக்கு தேவையே இல்லாத இடத்தில் கூட, 3ஜி ஸ்பெக்ரத்திற்கான லைசென்ஸ் கட்டணத்தை, (இந்தியா முழுவதற்குகாக-காஷ்மீர், மணிப்பூர் உட்பட – இங்கே டிமாண்டே இல்லை), நம்மிடமிருந்து ஏறக்குறைய பிடுங்கிக் கொண்ட, மத்திய அரசு, தனியார் நிறுவனங்களுக்கு அவர்கள் கேட்கும் மாநிலங்களுக்கு மட்டும் லைசென்ஸ் கொடுத்து கட்டணத்தை பெற்றுக் கொண்டது. அதாவது எங்கு இலாபம் கிடைக்குமோ அங்கே மட்டும்! இது போன்ற அடாவடியினால் தான், நாம் வைத்திருந்த 40,000 கோடி ரூபாய்களையும் மத்திய அரசிடம், BSNL பறி கொடுக்க வேண்டி யிருந்தது.

6. தற்போது நமது நிறுவனத்திற்கு ஏற்பட்டுள்ள நட்டம் யாவும், அரசால் ‘திட்டமிட்டு’ ஏற்படுத்தப் பட்டவையே!

7. தனது சொந்த நிறுவனத்தையே (மத்திய அரசு), அழுத்தி சாகடிக்கும் விந்தையினை எங்கேனும் கேள்விப்பட்டதுண்டா?

8. தனியார் நிறுவனங்கள் பி.எஸ்.என்.எல்-லின் சொத்துக்களை (54,000 கோடிக்கு மேல்) கொள்ளையடிக்க துடியாய் துடிக்கின்றன. இந்த நிறுவனத்திற்கு சொந்தக்காரரான மத்திய அரசாங்கம், இந்த தனியாருடன் கூட்டு சதியில் ஈடுபட்டு, பி.எஸ்.என்.எல்-ஐ புதைகுழிக்கு அனுப்ப, அனைத்து வழிகளிலும் முயலுகிறது. 2G ஊழல்கள் யாவும் இங்கேதான் துவங்கியது.

10. அரசின் இந்த போக்கினால், அனைத்து ஊழியர்களும் வெறுப்பும், வேதனையும்,ஆவேசமும், கோபமும் கொண்டுள்ளனர்.

11. ஒரு லட்சம் பேரை வீட்டிற்கு அனுப்பும் முயற்சி முடிந்த உடனேயே, நிறுவனத்தை தனியாருக்கு விற்றுவிடுவார்கள். சொல்லப் போனால், ஊழியர்களை வீட்டிற்கு அனுப்பும் திட்டமே இந்தியா வெங்கும் பரந்து விரிந்திருக்கும் பி.எஸ்.என்.எல்-ஐ தனியாருக்கு தாரை வார்க்கும் முயற்சியின் ஒரு பகுதிதான்.

12. காங்கிரஸ் கட்சியைச் சார்ந்த நேருவே ‘கலப்புப் பொருளாதாரத்தைத்’ தான் விரும்பினாரே ஒழிய, இந்த அரசாங்கத்தைப் போல, எல்லாவற்றையும் தனியாருக்கே கொடுத்துவிட்டு, அனைத்து பொதுத்துறை நிறுவங்களையும் ‘அடிமாட்டு’ விலைக்கு தனியாருக்கு விற்பதை அல்ல.

13. மிகுந்த அனுபவமும்,தொழில் நுட்பமும், ஆள்பலமும் கொண்ட இந்த நிறுவனத்தை விற்றுவிட்டு, தொலை தொடர்பு முறை முழுவதும் தனியார் வசம் அளித்துவிட அரசு பாடாய்ப் படுகிறது.

14. கிராமப்புற சேவை அளிப்பதால், பி.எஸ.என்.எல்-க்கு மிகுந்த நட்டம் ஏற்படுகிறது. அதற்காக மத்திய அரசு கொடுத்து வந்த மானியத்தை நிறுத்திவிட்டது! ஏன்? அப்பொழுதானே மிக எளிதாக நிறுவனத்தை, சீக்கிரமாக மரணமடைய வைக்கலாம்?

15. ஒரு ரிடயர் ஆன பொது மேலாளர் சொன்னார்: பி.எஸ்.என்.எல்-ஐ ஒழித்து விட்டால், தனியார் நிறுவனங்கள் பழையபடி கட்டணங்களை கண்டபடி உயர்த்தி, கொள்ளை யடிக்க சந்தர்ப்பம் பார்த்துக் கொண்டுள்ளன. மக்கள் இதனை உணர்ந்து கொள்ள வேண்டும்.

16. இந்த நிறுவனத்திடம் மிக அற்புதமான எளிமையான திட்டங்கள் உள்ளன. ஆனால் மக்களுக்கு தெரியவைத்தால் தானே, பயன்படுத்துவார்கள்?. ஆனால் அதன் விளம்பரங்கள் கூட, வந்துவிடாமல் பார்த்துக் கொள்கிறது அரசு.

17. அனைத்து தனியார் நிறுவனங்களும் தனது சேவையில் ஐந்து சதவிகிதமாவது, கிராமப் புறங்களில் செய்ய வேண்டும். இல்லையெனில் அபராதம் உண்டு (அற்பமான தொகை). தனியார்கள் சுலபமாக அபராதத்தை கட்டிவிட்டு ஓடிவிடுகின்றன. ஏனெனில் இது, கிராமப்புறத்தில் சேவையளிப்பதை விட இலாபமானது. ஆனால் பி.எஸ்.என்.எல் இந்த சேவையை, நட்டமேற்பட்டாலும் கொடுத்தே ஆகவேண்டும். என்ன கொடுமையடா இது?

18. ஆரம்பத்திலிருந்தே, இந்தியாவின் வளர்ச்சிக்கு, தொலை தொடர்புத துறையினர், மிகப் பெரிய பங்களித்துள்ளனர். ஆனால் இந்த நிறுவனத்தை எந்தெந்த வழியில் எல்லாம் முடியுமோ அந்த வழிகளில் எல்லாம் முடமாக்க முயற்சி செய்கிறது அரசு!

19. அக்கிரமமாக, மன சாட்சியே இல்லாமல், ஊழியர்களின் மருத்துவ அலவன்ஸ், LTC போன்ற சலுகைகளைக்கூட வெட்டிவிட்டது அரசு.

20. BSNL நட்டத்தில் இயங்குகிறது என்பது ஒரு சாக்கு! உண்மை நோக்கம், இக்காரணத்தைச் சொல்லி, பி.எஸ.என்.எல் நிறுவனத்தை ஒழித்துக் கட்டுவதே!

21. இந்திய அரசின் தொலைதொடர்பு கொள்கைகள் யாவும் பன்னாட்டு பகாசுர கம்பணிகளின் நலனை மட்டுமே கருத்தில் கொண்டு வகுக்கப்படுகின்றன. BSNL? அது எக்கேடு கெட்டால் என்ன?

22. உடலுக்கு ஊறு விளைவிக்கும் வகையில் (தலையும், இரத்தமும் சூடாவது, B.P அதிகரிப்பது போன்றவை) தனியார் நிறுவனங்கள், டவர்களின் சக்தியை (WATTAGE) மிகவும் கூட்டி வைக்கின்றன. ஆனால் BSNL அவ்விதம் செய்வதில்லை! இதை மக்களுக்கு புரியவைப்பது எங்கனம்?

23. தனியார் நிறுவங்களின் விதிமீறல்கள் எதையும் கண்டு கொள்ளாமல், மிகவும் தாராளமாக நடந்து கொள்ளும் TRAI (தொலை தொடர்பு ஒழுங்குமுறை ஆனையம்), பி.எஸ்.என்.எல்-லைக் கண்டதும் கத்தியைத் தூக்குகிறது!

“We are confident that losses will be maintained at Rs 6,000 crore or less this financial year,” said Mr Rakesh K. Upadhyay, Chairman and Managing Director, BSNL. BSNL incurred a loss of Rs 6,000 crore in 2010-11.

HYDERABAD, DEC. 16:

Faced with a severe financial crunch and stuck with losses of Rs 6,000 crore this financial year as well, Bharat Sanchar Nigam Limited (BSNL) is pinning its hopes on a VRS (voluntary retirement scheme) plan to improve its balance-sheet, despite strong protests from employees.

While it will pay out Rs 4,000 crore towards the scheme, BSNL expects the Government to pay Rs 12,000 crore as one-time compensation payments under the VRS. The VRS is expected to result in savings of Rs 2,400 crore annually, ringing in savings of 16 per cent in the wage bill.

This is one of the strategies for BSNL to improve its financial position and wipe out losses in the next three years.

Mr Upadhyay ruled out plans of going in for a public issue or a merger with MTNL. He was here on Friday to launch the ‘Choose Your Mobile Number' scheme that allows users to pick a number of choice by using the BSNL Web site, sending an SMS or going to a retailer. It pops up lots of 10 numbers each from a pool of one lakh numbers.

SEEKS SPECTRUM FEE RETURN

BSNL has asked the Government to return BWA (Broadband Wireless Access) spectrum fee of Rs 6,000 crore and compensation for operating in areas that are not commercially viable. It has also asked the Government to allow it to use its vast land-bank in prime areas (that it acquired from the pre-BSNL days) to start public-private partnerships earn get additional revenues. For now, it plans to start tapping the land it bought in the post-BSNL era.

BSNL's plan to offer VRS to about one-third (or one lakh) of its employees has triggered protests from employees, who allege that it was ITS (Indian Telecom Services) officers who were responsible for the decline in the organisation's fortunes.

Inorder to compel the Management and the central government to take necessarysteps to revitalise the financially ailing BSNL, the three lakh executives andnon-executives of BSNL will organise one day strike on 15th December 2011. Thestrike is being organised as per the call of the BSNL Associations/Unions ofExecutives and Non-Executives.

The main demands of the strike are that theGovernment should honour its commitments to BSNL with regard to reimbursementof licence fee, payment of ADC to BSNL and also liberal subsidy from theUniversal Service Obligation Fund.

These were commitments made at the time offormation of BSNL to make it viable, but on the pressure of the MNCs andprivate telecom companies were withdrawn without any justification. During thelast 11 years, about Rs. 50,000 crore have been paid to government by BSNLtowards dividend, taxes etc.

In addition, the government has taken anamount of Rs. 18,500 crore compulsorily on 3G and BWA Spectrum, the maximumamount of all operators, but at the same time without giving any chance toparticipate in the auction or select its choice of circle.

Furtherit has put a notional loan of Rs. 7500 on BSNL with 14.5% interest, even thoughno actual loan was given nor was there any requirement for the same.

Thegovernment has managed in one way or other to grab all the Rs.35,000 croresurplus of BSNL. The workers are demanding that the unjustified notional loanamount remitted be returned to BSNL, BWA spectrum charges of about Rs.8,000 be refunded, BSNL be allowed to return 3G spectrum in states where it isnot required and the amount refunded, and all commitments on Licence Feereimbursement etc. be restored. This is essential for restoring thefinancial viability of BSNL which has been lost due to the anti-PSU policy ofthe government.

The Unions demanding immediate procurement of mobileequipments, Broadband Modem, Cables, telephone instruments etc. so that moreconnections could be given and services can be improved.

The workers are also demanding the immediatesettlement of the ITS Officers’ absorption/repatriation issue, which is pendingfor the last 11 years since formation of BSNL. While all the executive andnon-executive employees numbering about 3.5 lakh have been absorbed in
BSNL then andthere, ITS officers numbering about 1400, who are the top management of the company are on deputation, which had a very adverse effect on theefficiency and services.

Another demand is payment of Bonus which has beendenied to the workers on flimsy grounds. While the government employees and PSUemployees were granted 78.2% Industrial Dearness Allowance fixation, the sameis denied to the BSNL Workers. Existing facilities like medical allowance, LTC,Encashment of leave etc. are either withdrawn or frozen by themanagement.

About10,000 workers are retiring every year reducing the workforce drastically, butthe management wants to retrench another one lakh through a VRS scheme, whichis opposed by the workers.

The strike was first decided for 10th October, butafter discussion with the management and in the hope that the issues will besettled, the strike was postpone to 15th December.

Hence the workers have decided to go on strikeon 15th December and make it successful. The Central trade Unions like AITUC,CITU etc. and other All India Federations of workers intimated their supportand solidarity to the fully justified strike.

We seek the support of the people for the strugglewhich is intended to strengthen BSNL and give a better service to the people.

Employees of BSNL and MTNL will have to wait for some more time before they can avail the voluntary retirement schemes (VRS) proposed by the state-run firms' as the Telecom Ministry has not yet taken a final call on their demend for financial support.

"BSNL has formulated a proposal, that is something on which view has not been taken. There is obviously major financial obligation involved. That needs to be seen before any view is taken," Telecom Secretary R Chandrasekhar said on the sidelines of the Skoch summit here today.

"It (VRS) is not going to be possible in this fiscal. MTNL has also worked out a proposal, but it is a different proposal because MTNL and BSNL are not in identical footing. I don't think any timeframe can be set for that," he added.

Both BSNL and MTNL had submitted a proposal duly approved by their respective boards to seek financial support from the government for implementation of the VRS.

MTNL had submitted a proposal seeking 100% financial support from the government for bringing out a cadre-specific VRS for MTNL employees.

Similarly, BSNL had submitted a proposal seeking nearly Rs 18,000 crore from the Department of Telecom (DoT) to enable a VRS for its huge workforce.

The VRS has been under discussion since 2009, when a panel headed by Sam Pitroda, adviser to the Prime Minister on Public Information Infrastructure and Innovations, pitched for BSNL to take the VRS route to prune its nearly 2.77 lakh-strong workforce by a third.

BSNL offers telecom services in all areas of the country, barring Delhi and Mumbai, where its peer MTNL offers services.

Meanwhile, on implementation of the National Broadband Plan, Chandrasekhar said, "We expect to set up the special proposed vehicle (SPV) in next two months. Initially, the SPV will be set up with government equity and then PSUs will be inducted.

இந்தியாவில் சில்லறை வணிகத்தில் 51 சதவீத நேரடி அன்னிய
முதலீட்டை அனுமதிக்க, மத்திய அரசு முடிவெடுத்துள்ளது. சில்லறை
வணிகத்தில் பன்னாட்டு நிறுவன்ங்களை அனுமதிப்பது நல்லதா என்பதை பார்ப்போம்!

இத்துறையில் கிட்டத்தட்ட 25 லட்சம் கோடி ரூபாய்க்கு மேல் பணம் புரளுகிறது. எனவே தான், இத்துறையினை விழுங்குவதற்கு, பன்னாட்டு நிறுவனங்கள் அலைகின்றன. ஆனால், சில்லறை விற்பனை என்பது நமது நாட்டில் கோடிக் கணக்கான சிறு வியாபரிகளின் உயிர் மூச்சு!

நமது நாட்டு சில்லறை வணிகர்களின் நலனில் சிறிதும் அக்கறை யில்லாத மத்திய அரசு, பல தரப்பெயர் கொண்ட பொருட் களை விற்பனை செய்வதற்கான சில்லறை விற்பனை நிலையங் களை அமைப்பதில் 51 விழுக்காடு நேரடி அந்திய முதலீட்டை அனுமதிக்க முடிவு செய்துள்ளது;

பல்வேறு அரசியல் கட்சிகள், சிறு வணிகர்கள் உள்ளிட்டோரின் கருத்துக்களை புறந்தள்ளிவிட்டு, பல தரப்பெயர் கொண்ட சில்லறை வணிகத்தில் நேரடி அந்நிய முதலீட்டிற்கு மத்திய அரசு கதவைத் திறந்து விட்டிருக்கிறது. அது மட்டுமல்ல, ஒற்றை தரப்பெயர் கொண்ட சில்லறை வணிகத் துறையில் நேரடியாக அந்திய முதலீட்டிற்கான உச்சவரம்பையும் 100 விழுக்காடாகவும் மத்திய அரசு உயர்த்தியுள்ளது.

ஏற்கனவே, உள்நாட்டு பெரு முதலாளிகளின் சங்கிலித்தொடர் விற்பனை மையங்களால், நலிந்துபோன வியாபாரிகள் ஏராளம். இந்த நிலையில், 25 லட்சம் கோடி ரூபாய் பணம் புழங்கும் சில்லறை வணிகச் சந்தை வால்மார்ட், டெஸ்கோ உள்ளிட்ட பன்னாட்டு நிறுவனங்களை அனுமதித் துள்ளது மத்திய அரசு. இதனால் சில்லறை வணிகத்தையே நம்பியிருக்கும் சுமார் 5 கோடி சிறு வணிகர்களும், அவர்களை சார்ந்த சுமார் 25 கோடி பேரின் வாழ் வாதாரம் கடுமையாக பாதிக்கப்படும்.

மத்திய அரசு விதிக்கும் எல்லா நிபந்தனை களையும், மீறும் சாகசம்

மிக்கவை பன்னாட்டு நிறுவனங்கள். தாங்கள் விற்பனை செய்யும் பொருட்களில் முப்பது விழுக்காட்டை சிறு தொழில் துறையினரிட மிருந்துதான் கொள்முதல் செய்ய வேண்டும் என்ற நிபந்தனையை காற்றில் பறக்கவிட்டு, விதிகளின் ஓட்டைகளில் புகுந்து கொண்டு, சீனா போன்ற நாடுகளிடமிருந்து மிகக்குறைந்த விலைக்கு பொருட் களை வாங்கி, அதிக விலைக்கு நமது தலையில் கட்டி, கல்லா கட்டுவதில்தான் கருத்தாய் இருப்பார்கள்.

அமெரிக்காவிலும், கனடாவிலும் கூட, இந்த பன்னாட்டு நிறுவனங் கள் விற்பனை செய்யும் பொருட்களில் மிகப் பெரும்பாலானவை சீனாவிலிருந்து இறக்குமதி செய்யப்பட்டவையே; அந்த நாடுகளின் தேசியக்கொடி உட்பட! விதிமுறைகளை கடுமையாக அமுலாக்கும் அந்த நாடுகளுக்கே இந்த கதி என்றால், காசுக்காக எது வேண்டு மானாலும் செய்யும் ஊழல்அரசியல் வாதிகளும்-ஊழல் அதிகாரிகளும் மலிந்த நமது நாட்டில் பன்னாட்டு நிறுவனங்கள் என்னவெல்லாம் செய்வார்கள்?

இதனால் என்ன விளைவுகள் ஏற்படும்? கோடிக்கணக்கான சிறு வியாபாரிகளின் வாழ்வாதரம் கேள்விக்குறியாவதோடு, கட்டுக் கடங்கா விலையுயர்வும், பணவீக்கமும் ஏற்படும். வேலையின்மை அதிகரிக்கும். இதன் மூலம் மக்களிடையே, வெறுப்பும்,ஆத்திரமும் மேலிடும். சமூக அமைதி கெடும்!

வெளினாட்டு மூலதனங்களை, இக்காலத்தில் தவிர்க்க இயலாது என்றாலும் கூட, சிறுவணிகத்துறையிலும் பன்னாட்டு பகாசுர கம்பெனிகளை அனுமதிப்பது, நம் நாட்டின் வணிகர்களின் எதிர் காலத்தை இருட்டிலாழ்த்தும். யாரைத் திருப்திப்படுத்த இம் மாதிரி யான முடிவுகளை மத்திய அரசு எடுக்கிறது என்பது ஒன்றும் இரகசியமானதல்ல!

மக்களை ஏமாற்றுவதற்காக, மிக எளிதாக தப்பிகக்க் கூடிய உதவாக்கரை நிபந்தனைகளை விதித்துள்ளது மத்திய அரசு! பத்து லட்சத்திற்கு மேல் மக்கள் தொகை கொண்ட நகரங்களில்தான் கடைகளை திறக்கவேண்டும் என்பதெல்லாம் ஏமாற்றுவேலை. அந்த மாதிரியான நகரங்களில் சிறு வியாபாரிகளே இல்லையா என்ன? இந்த மாதிரியான ‘பழமான’ நகரங்கள்தானே அவர்களுக்கு வேண்டும்?

இந்தியாவில் 1000 நபர்களுக்கு, 11 என்றவிகிதத்தில் கடைகள் இருக்கின்றன. இதுபோல 1.2 கோடி கடைகள் இருக்கின்றன. நேரடியாக நான்கு கோடிபேர்கள் இந்த கடைகளில் வேலை செய்கின்றனர். இம்மாதிரியான கடைகளில் 95% சுயவேலைவாய்ப்பாக கடைகளை அமைத்துக் கொண்டவர்கள். நகரங்களில் உள்ள இம்மாதிரியான சிறு வியாபாரிகள் தான் மிக மோசமாக பாதிக்கப்படப் போகிறார்கள். பன்னாட்டு நிறுவனங்கள் அமைக்கப்போடும் சூப்பர்மார்க்கட்களால், உள்ளூர் வணிகர்கள் துடைத்தெறியப்படப் போகிறார்கள். இதுதான அமரிக்காவிலும், ஐரோப்பாவிலும் நடந்த்து.

வியாபாரிகள் மட்டுமல்ல, சிறு உற்பத்தியாளர்களும் கூட கடுமை யாகப் பாதிக்கப் படப் போகிறார்கள். உதாரணமாக, 20 ஆண்டு களுக்கு முன்னால் , எத்தனைவிதமான சோப்புக் கட்டிகள், சகாய விலையில் கிடைத்தன?. 555, சன்லைட், பொன்வண்டு போன்றவற்றை, சர்ஃப், ரின் போன்றவைகள் வழித்தெறியவில்லை? குழந்தைகள் விளையாடும் உள்ளூர் பொம்மைகளை, சீனத்து பொம்மைகள் வெளியேற்றவில்லை?

அதாவது, உள்ளூர் மார்க்கட், வெளினாட்டுப் பொருட்களால் நிரப்பப்படும். இதன் காரணமாக உள்ளூர் உற்பத்தி மூடப்படும்!

தயாநிதிக்கு ஆதரவாக, முன்னாள் பொது மேலாளர் ஈடுபடுவதாக, பி.எஸ்.என்.எல்., ஊழியர்கள் ஆர்ப்பாட்டம் நடத்தினர். இது தொடர்பாக, சென்னை தொலைபேசி நிர்வாகத்தின் நடவடிக்கைக்கு எதிர்ப்பு தெரிவித்து, கோர்ட்டில் வழக்கு தொடர, ஊழியர்கள் முடிவு செய்துள்ளனர்.

கடந்த 2004ம் ஆண்டு, தொலைத்தொடர்புத் துறை அமைச்சராக இருந்த தயாநிதி, சென்னை தொலைபேசியின், 323 (ஐ.எஸ்.டி.என்.,) அதிநவீன இணைப்புகளை முறைகேடாகப் பயன்படுத்தியது தொடர்பாக, சி.பி.ஐ., விசாரணை நடத்தி வருகிறது.முன்னாள் அமைச்சர் தயாநிதிக்கு, இந்த இணைப்புகள் வழங்கிய போது, சென்னை தொலைபேசியின் தலைமை பொது மேலாளராக எம்.பி.வேலுசாமி இருந்தார். தற்போது இவர் மீது, ஓய்வுக்குப் பின்னும் தலைமை பொது மேலாளர் அலுவலகத்தில் நுழைந்தது, தயாநிதிக்கு ஆதரவாக ஆவணங்களை அழிக்கும் முயற்சியில் ஈடுபட்டது உட்பட, பல்வேறு புகார்கள் எழுந்தன.

கண்டன ஆர்ப்பாட்டம் : இந்த நிலையில், முன்னாள் தலைமை பொது மேலாளரின் இந்த செயலை கண்டித்து, கடந்த மாதம் 20ம் தேதி, 100க்கும் மேற்பட்ட பி.எஸ்.என்.எல்., ஊழியர்கள், சென்னை தொலைபேசியின் தலைமை பொது மேலாளர் அலுவலகம் முன், கண்டன ஆர்ப்பாட்டம் நடத்தினர்.தேசிய தொலைத் தொடர்பு சம்மேளனத்தின் இணை பொதுச் செயலர் மதிவாணன் தலைமையில் நடந்த, கண்டன ஆர்ப்பாட்டத்தில் ஈடுபட்ட ஊழியர்கள் மீது, துறை ரீதியான நடவடிக்கை எடுக்கும் முயற்சியில், சென்னை தொலைபேசி நிர்வாகம் ஈடுபட்டது.

ஊழியர்கள் அச்சம் : இதையடுத்து, ஆர்ப்பாட்டத்தில் ஈடுபட்ட ஊழியர்களிடம் விளக்கம் கேட்டும்,"நோட்டீஸ்' அனுப்பியது. இதைத் தொடர்ந்து, மத்திய சிவில் சர்வீஸ் விதிகள் (பென்ஷன்) 1972, எப்.ஆர்.17(ஏ)ன் படி, போராட்டத்தில் ஈடுபட்ட ஊழியர்கள் மீது நடவடிக்கை எடுத்துள்ளது."பிரேக் ஆப் சர்வீஸ்' எனப்படும், இப்பிரிவின் மூலம், தங்களின் ஊதியம் மற்றும் பணி பயன்கள் தடைபடலாம் என்ற அச்சம், ஊழியர்கள் மத்தியில் எழுந்துள்ளது. சென்னை தொலைபேசி தலைமை பொது மேலாளரின் இந்நடவடிக்கைக்கு, பி.எஸ்.என்.எல்., ஊழியர்கள் மத்தியில் கடும் எதிர்ப்பு எழுந்துள்ளது.

வழக்கு தொடர முடிவு :

இதுகுறித்து, பெயர் வெளியிட விரும்பாத பி.எஸ்.என்.எல்., ஊழியர் ஒருவர் கூறியதாவது: தேசிய தொலைத் தொடர்பு சம்மேளனம், காரணமின்றி ஆர்ப்பாட்டத்தில் ஈடுபடவில்லை. ஆனால், ஆர்ப்பாட்டத்தில் ஈடுபட்ட ஊழியர்களை பழிவாங்கும் நடவடிக்கையில், நிர்வாகம் இறங்கியுள்ளது. குறிப்பாக, சென்னை தொலைபேசியின் தலைமை பொது மேலாளர் சுப்பிரமணியன், இந்த செயலில் ஈடுபட்டு வருகிறார். சட்டத்திற்குட்பட்டு எடுக்காத இந்நடவடிக்கையால், தொழில் அமைதி கெடும் வாய்ப்பு ஏற்படும்.சென்னை தொலைபேசி நிர்வாகம் மற்றும் தலைமை பொது மேலாளரின், நடவடிக்கையைக் கண்டித்து, கோர்ட்டில் வழக்கு தொடரவும் முடிவு செய்து உள்ளோம். இவ்வாறு அவர் கூறினார்.

1. Creation of NE-12 scale : Reportedly the management committee of BSNL has cleared the proposal for creation of NE-12 scale in NE PP.

2. JTO Departmental quota examination : Management has now indicated to take into account the vacancies upto year 2011.

3. eeting with GM (Est.) : NFTE representatives met GM(Est) on 17.11.2011 and discussed about holding of Deptt. exam for promotion to JTO cadre. We impressed upon him that the departmental vacancies should be commensurate with outside quota recruits and supernumery posts should not be adjusted against the departmental quota. The union futher pressed to consider vacancies upto year 2011. The GM(Est) is yet to discuss with Director (HR). However, he again maintained that this may invite litigation. File has now been sent to legal cell for advice. The issues of transfers in Andhra, filling up TMS posts in Himachal, remote area allowance in Jharkhand and Himachal were also raised and discussed.

4. Sri R.Chandrasekhar, Secretary, DOT. talks about BSNL on 17.11.2011 : BSNL has asked to be allowed to surrender BWA and 3G spectrum in some circles because of its declining financial health. Apart from this, do you plan to give any subsidy to it for its unviable operations? There was also a BSNL plan for a VRS (voluntary retirement scheme). Has that been approved? The request of BSNL for surrendering of spectrum and a VRS plan is under consideration. The VRS package for BSNL could be of the order of Rs 10,000 crore and it will need Cabinet approval. Both BSNL and MTNL had a big impact from the payout of 3G and BWA spectrum at around Rs 28,000 crore. Even the phasing out of support for uneconomical activities, at Rs 2,000 crore, was stopped for BSNL. We are looking at all the issues but it will take a couple of months to come to a final decision. The number of employees in the two organisations and their percentage of expenditure on this are much higher compared to other telecom companies, as these were mainly landline companies. The important issue is that all this has impacted their bottom lines and all the requests, including that for a subsidy by BSNL, is being looked at collectively. It will not be a piecemeal approach.

6. Repatriation of ITS officers : ITS officers have been afforded two chances to exercise option for absorption in BSNL. 350 non optees ITS officers have been relieved for DoT. Further repatriation of non-optees will depend on direction from DoT. Union is pressing for relief of non-performers, tainted and charge sheeted personnel.

7. BSNL is 'magnanimous enough' to reimburse the cancellation charges to those who have cancelled their tickets consequent upon the orders issued on 5.9.2011 freezing LTC.Click Here

8. The Hon’ble Delhi High Court’s double bench dismissed the petition filed by ITSA challenging their repatriation from BSNL on the ground that their terms and conditions are discriminatory. The bench imposed a cost of Rs. 30000/- on ITSA.

9. tart Preparation to organise strike on 15th December : BSNLWA and its unions have served notice to organise strike on 15th December. Circle and District Secretaries are requested to start preparations for strike with zeal and vigour. Hold meetings and mobilise the workers to make the strike successful. CHQ urge you all to take a leading role in the scheduled struggle on 15th December, 2011.

10. BSNL HQr has started action : NFTE BSNL has requested the BSNL management to relieve non-optee tainted and charge sheeted ITS officers. We are happy to note of late BSNL Hqr has started moving in this respect.Besides Aurangabad GM/Dy GM more are being relieved. Free BSNL from corrupt officers.

2003-ம் ஆண்டு தொடங்கப்பட்டு, 2006-ல் சேவையைத் தொடங்கிய கிங் ஃபிஷர் விமான நிறுவனம் இன்றுவரை ஓராண்டில்கூட லாபம் காட்டியதே இல்லை. இந்நிலையில் தற்போது, மொத்தம் ரூ.8,200 கோடி நிதிநெருக்கடியில் தத்தளிப்பதாகவும், தங்கள் நிறுவனத்தை நிதிநெருக்கடியிலிருந்து மீட்க வேண்டும் என்றும் அதன் தலைவர் விஜய் மல்லையா அரசிடம் கோரிக்கை வைத்திருக்கிறார். இந்தக் கோரிக்கையில் நியாயம் இருப்பதாகவும், கிங் ஃபிஷர் போன்ற தனியார் விமான நிறுவனம் மூடப்படுமேயானால் அதனால் பலரும் வேலைவாய்ப்பை இழக்கக்கூடும் என்றும், விமானத் துறையே பின்னடைவைச் சந்திக்கும் என்றும் அதனால் அரசு அந்தத் தனியார் விமான நிறுவனத்துக்கு உதவ வேண்டும் என்றும், விமானப் போக்குவரத்துத் துறை அமைச்சர் வயலார் ரவி பரிந்துரைக்கிறார்.

இந்திய விமான நிறுவனங்களில் ஏர் இந்தியா 135 விமானங்கள் வைத்துள்ளது. அடுத்த இடத்தில் ஜெட் ஏர்வேஸ் 97 விமானங்கள் வைத்துள்ளது. அதற்கு அடுத்து மூன்றாவதாக கிங் ஃபிஷர் 66 விமானங்களை வைத்துள்ளது. இதில் ஏர்இந்தியா தனது அரசுநிறுவனத்துக்கே உரிய மெத்தனத்தால், தவறுகளால் இழப்பைச் சந்தித்து வருகிறது. அதற்கு மத்திய அரசும் நிதியுதவியை ஒவ்வோராண்டும் சுமார் ரூ. 3,000 கோடி வரை அளித்து வருகிறது என்பது ஒருபுறம் இருக்கட்டும்.

இரண்டாவது இடத்தில் இருக்கும் ஜெட் ஏர்வேஸ் நஷ்டத்தைச் சந்திக்கவில்லை. இந்திய விமானப் போக்குவரத்து ஆணையத்துக்குச் செலுத்த வேண்டிய கட்டணங்களை முறையாகச் செலுத்தக்கூடிய அளவுக்கு வருவாய் பெறும் நிறுவனமாகத் தொடர்ந்து செயல்படுகிறது ஜெட் ஏர்வேஸ். 2008-09-ம் நிதியாண்டில் ரூ. 379 கோடியை அரசுக்குக் கட்டணமாகச் செலுத்த வேண்டும். இதில் ரூ.368 கோடி செலுத்தியுள்ளது. 2009-10-ம் நிதியாண்டில் ரூ.354 கோடி செலுத்த வேண்டும். இதில் ரூ.346 கோடி செலுத்தியுள்ளது.

2010-11-ம் நிதியாண்டில் ரூ.344 கோடி செலுத்த வேண்டும். இருப்பினும் ரூ.333 கோடி செலுத்தியுள்ளது. ஒவ்வோராண்டும் அரசுக்குக் கொஞ்சம் நிலுவை வைப்பதற்கு காரணம், தாங்கள் ஏதோ சிரமத்தில் இருப்பதைப்போல ஒரு பாவனையே தவிர, இவர்கள் உண்மையில் நஷ்டத்தில் இயங்கவில்லை. இவர்களது விமான எண்ணிக்கையைப் பெருக்கும் முதலீட்டுக்காக வருவாய் திருப்பப்படுகிறது என்பதே உண்மை.

இரண்டாவது இடத்தில் இருக்கும் ஜெட் ஏர்வேஸ் மட்டுமல்ல, 34 விமானங்களுடன் நான்காவது இடத்தில் இருக்கும் இன்டிகோ விமான நிறுவனமும் அரசுக்குச் சென்ற ஆண்டு கூடுதலாகவே பழைய பாக்கியைக் கழிக்கும் வகையில் ரூ.10 கோடி செலுத்தியது. இந்த ஆண்டு ரூ.200 கோடி செலுத்த வேண்டும். இருப்பினும் 190 கோடியைச் செலுத்திவிட்டது.

இன்டிகோ நிறுவனமும், ஜெட் ஏர்வேஸýம் அரசுக்குச் செலுத்த வேண்டிய கட்டணங்களில் சில கோடி ரூபாயைத் தவிர, 99 விழுக்காடு தொகையை முறையாகச் செலுத்தும் அளவுக்குச் சிறப்பாகச் செயல்படும்போது, கிங் ஃபிஷர் நிறுவனத்தால் மட்டும் கட்டணத் தொகையைச் செலுத்த முடியவில்லை என்றால், தவறு அந்த நிறுவனத்தைச் சேர்ந்ததாகத்தான் இருக்க முடியும். தான் ஒரு நாடாளுமன்ற உறுப்பினர், அரசில் செல்வாக்குடையவர் என்பதால் நஷ்டக் கணக்குக் காட்டி, அரசுக்குத் தரவேண்டிய கட்டணத் தொகையை ரத்து செய்து கொள்ளலாம் என்கிற எண்ணம்கூட இருக்கக்கூடும்.

இப்போது நிதிநெருக்கடியிலிருந்து கிங் ஃபிஷரை மீட்கும் திட்டம் ஏதும் இல்லை என்று நிதி அமைச்சர் பிரணாப் முகர்ஜி கூறினாலும்கூட, இந்த விவகாரத்தில் மற்ற விமான நிறுவனங்களும் கூட்டு ஒப்பாரி வைக்கும் என்பது வெளிப்படை. ஜெட் ஏர்வேஸ் களத்தில் இறங்கிவிட்டது. அதாவது, இந்திய விமான ஆணையம் நிர்ணயிக்கும் கட்டணங்களைக் குறைக்க வைப்பதற்காக இந்த முதலைக்கண்ணீர் வடிக்கப்படும்.

இரண்டாவதாக, இந்திய விமான நிறுவனங்களில் அன்னிய நேரடி முதலீட்டை அனுமதிக்க வேண்டும் என்கின்ற கோரிக்கையையும் அரசுக்கு விஜய் மல்லையா முன்வைத்துள்ளார் என்பதை மிகவும் உன்னிப்பாகப் பார்க்க வேண்டியிருக்கிறது.

இந்தியாவில் விமான சேவையைப் பயன்படுத்துவோர் எண்ணிக்கை கடந்த 10 ஆண்டுகளில் பல மடங்கு பெருகிவிட்டது. தனியார் விமான நிறுவனங்களும் நுழையத் தொடங்கிவிட்டன. இப்போது இவை அனைத்தும் சர்வதேச விமான சேவையைத் தொடங்க வேண்டும் என்பதிலும் ஆர்வம் காட்டுகின்றன.

இதற்காக புதிய விமானங்கள் தேவை. ஒரு 180ஏ-320 விமானம் வாங்க குறைந்தது 15.6 பில்லியன் அமெரிக்க டாலர்கள் தேவை. வெளிநாட்டினரின் நிதியைப் பெற வழிகோலும் அன்னிய நேரடி முதலீட்டை விமானத் துறையில் அனுமதிக்க வேண்டும் என்ற கோரிக்கையை அனைத்துத் தனியார் விமான நிறுவனங்களுமே தொடர்ந்து முன் வைக்கின்றன. கிங் ஃபிஷர் போடும் கோடு அதை நோக்கிப் போடப்படும் ரோடாகக்கூட இருக்கக்கூடும்.

அரசுத் துறை விமான சேவையால் மக்கள் வரிப்பணம் பாழாகிறது என்பதால்தானே தனியார் சேவையை அனுமதித்தோம். தனியாரும் நஷ்டம் என்று கூறினால், கிங் ஃபிஷர் நிறுவனத்தை அரசுடைமையாக்கி விடலாமே என்று விஜய் மல்லையாவிடம் கேட்கும் துணிவு நமது ஆட்சியாளர்களுக்கு இல்லையே, ஏன்?

All Circle and district secretaries are requested to hold massive lunch hour demonstration on 8th November 2011 in front of all exchanges/offices as per the decision of NEC at Coimbatore, in support of the charter of demands including opposing VRS/disinvestment/outsourcing in PSU’s and price rise submitted by eleven major central trade unions in India including AITUC, CITU, INTUC, HMS & BMS. Make the programme a grand success.

2 . Hon’ble CAT at Hyderabad not granted stay to ITS personnel against absorption. Case is adjourned for 4 weeks.

3. Strike deferred to be organised when Parliament is in session (DEC' 2011). NFTE Stand is vindicated up to some extent. NFTE stands for united struggle.

4. NE-12 Scale :- Director (HR) will be on foreign trip one week. Settlement of NE-12 scale may be further delayed.
